Since many bug trackers have email modules it would be good if there was a converter which took an ongoing email conversation (perhaps in some not-quite freeform format) and produced bug interchange chunks.
Then active discussion can happen on a mailing list, but the archival is done well sorted automatically into a bug tracker.
