Current scroll down doesn't create a new line when scrolling. Instead it just goes into the scrollback if there are lines. Is this correct? Empirical evidence suggests that most terminal emulators create a new blank line when scrolling down.
Currently Tachyon actually scrolls back into the scrollback and brings the old lines back into the display.
